The Sijil Kemahiran Malaysia (SKM) or Malaysian Skill Certificate programme is offered to Malaysian students who wish to kick-start their careers in vehicle repair and maintenance. The SKM qualification is awarded by the Jabatan Pembangunan Kemahiran (JPK) under the Malaysian Ministry of Human Resources, based on JPK's assessment criteria and guidelines.

Under JPK's guidelines, students will need to complete the following number of learning hours during the required training period.

Students will undergo structured industrial training arranged by the college with partnering automotive companies. The college will assist graduates who demonstrate positive work attitudes in securing job placements upon completion of at least a Level 2 award.

Entry Requirements

Students interested to enroll into Year 1 (SKM Level 1 and Level 2) should fulfill the following entry requirements:

  1. School leavers aged 16 years and above.
  2. Ability to communicate in English.
  3. Positive attitude with a keen interest in automotive.
  4. Mechanical aptitude.

JPK was established under the Ministry of Human Resources on 2 May 1989, for the purpose of promoting and coordinating skills training strategy and programme in keeping with Malaysia's technological and economic development needs. JPK's main objectives are-

  • To establish a coordinated skills training system attuned to Malaysia's development goals and needs
  • To promote the development of skills training
  • To certify skills competence

The policy changes were fundamentally geared towards improving the quality and productivity of the country's skilled workforce, thus enhancing the competitive position of the Malaysian economy at large. The changes also sought to co-ordinate more effectively the diverse skill training activities carried out by both the public and private sectors in the country, and to gear them towards meeting the actual needs of the Malaysian industry. Skills Training Opportunities in Malaysia

In the late 1980s, rapid economic growth in Malaysia led to an acute shortage of skilled manpower, especially in the manufacturing sector. The skill shortage worsened into the 1990s, leading to the establishment of the Cabinet Committee on Training. In its Final Report published in 1991, the Cabinet Committee recommended sixteen (16) broad policy directions in order to reform and strengthen the training delivery system. The proposed measures are grouped under three (3) main policy objectives-

  • Improving the responsiveness of public training to market demands
  • Expanding the role of the private sector
  • Strengthening linkages between training and technological changes

TOC is an Accredited Centre of JPK for undertaking training and assessment leading to the award of the Malaysian Skill Certificates (or SKM).

At present, TOC offers the following JPK Programmes:

  • Level 1 - Mekanik Kenderaan Motor (P-115-1) - 6 months
  • Level 2 - Mekanik Kenderaan Motor (P-115-2) - 6 months

 

Course Content
This programme is offered for school leavers who wish to join the automotive trade as maintenance technicians. Training at TOC is scheduled in full time classes and students get the exposure to carry out on-job-training during the programmes at TOC appointed service centres. This approach gives our students the opportunity to be exposed to actual work environment and sharpen their skills on a daily basis by working on customers' vehicles under the supervision of a senior technician at the respective SIT venues.
